Location
Forgandenny Quarry lies on farmland opposite Strathallan school, just east of the main gates, fronting the B935 some 21/2miles west of Bridge of Earn, between the villages of Eastfield and Forgandenny. Forgandenny is an attractive small village with regular bus service into Perth and has a primary school and various other local facilities. Perth, about four miles to the northeast, has all the services expected of a major centre, including local and national retailers, hospitals, banks and major supermarkets, along with secondary schooling facilities. There is also a wide range of restaurants and the Perth theatre provides seasonal performances. The mainline rail station provides daily services north to Inverness and south to the Central Belt, including a sleeper service to London. Perthshire provides for a wide range of outdoor pursuits and shooting, stalking and fishing can be taken locally on nearby estates. There are a large number of 18 hole golf courses within an easy travel time and the surrounding countryside provides excellent hill walking. Furthermore, the adjacent Strathallan school provides internationally renowned educational opportunities.
Description
The subjects extend to some 1.75 acres (0.72 Ha) and occupy a site fronting onto the public road linking Eastfield with Forgandenny. The site is accessed via an existing track leading up into the former quarry area, which is in an elevated position bounded by mature trees and the former quarry face. The site is broadly flat and provides for residential development on the former quarry floor area. Some evidence of former commercial activity remains within this area however no buildings are present. An unrestricted right of access (including visibility splay requirements) to the adjacent field will be retained (hatched blue on site plan).
Planning
The site benefits from Outline Planning Permission, granted by Perth and Kinross Council on 25th July 2007 (Ref: 07/00447/OUT), for residential development of the former quarry area. This planning consent limits development to a maximum of two detached units which shall be sited on the quarry floor.
As a condition of this planning consent it is stipulated that development shall not begin until a contaminated ground investigation has been carried out. A report by Grampian Soil Surveys was commissioned and duly submitted to Perth and Kinross Council who have confirmed by letter that this is in full satisfaction of their planning condition relating to contamination and will allow discharge of it. This discharge is subject to the stipulation that any garden design should include importation of certified clean topsoil, to be assessed for a basis set of contaminants. Such confirmation is contained within the Technical Information Pack. The planning consent also requires a 1.8m wide footpath to be provided along the road frontage of the site.
Services
A mains supply of water, believed to be of sufficient capacity for development of two residential units, runs along the plot boundary adjacent to the public road (details contained within the Technical Information Pack).
There are various existing electricity transmission lines adjacent to the development site and details of the location of this infrastructure is contained within the Technical Information Pack. During the course of the outline planning application it was intimated that drainage would be achieved by means of a private system and associated soakaway infrastructure, however it is noted that the publicly adopted sewerage system terminates immediately adjacent to the Strathallan School gates. Informal discussions with Scottish Water indicate that sufficient capacity exists for the connection of two residential dwellings.
